• Welcome to the KTOA


    Our mission is to advance the education and professionalism of Law Enforcement officers assigned as tactical team members in the state of Kentucky through information sharing, tactics, techniques, training and other resources through networking of tactical teams involved in critical incident / high risk operations in the state of Kentucky as well as surrounding states.

    The objective of this Association shall be: 1. To provide an effective means of communications between tactical teams in Kentucky and surrounding states. 2. To facilitate the exchange of information between tactical teams in Kentucky and Surrounding states regarding tactical operations. 3. To serve as an educational resource and provide education to its members with regards to tactical operations and techniques. 4. To provide assistance and support for developing training programs for tactical teams. 5. To coordinate specialized training opportunities for members. 6. To improve the image and professionalism of tactical teams in Kentucky by creating a forum for tactical officers to advance their knowledge and abilities in handling critical incidents and high-risk operations

    The Kentucky Tactical Officers Association sponsored the Tire Transfer Team Obstacle Event during the 1st Annual Kentucky Officers Fitness Challenge which was held at the Lexington Division of Police Obstacle Course on October 22nd. This was a huge success and we look forward to supporting this event in the years to come. We would encourage that more teams take part in this event next year. We will keep you updated on the dates.

    If any of the membership knows of a worthy event, being law enforcement or military that is looking for sponsorship please forward an email to the Board of Directors and we can start looking at sponsoring more events around out state.

    I would like to take a few moments of your time to thank all of the participants for attending the 5th Annual Kentucky Tactical Officers Association 2011 Conference. I realize that these are tough times for Law Enforcement and want to express gratitude for you taking time from your busy schedules to attend the conference. I am certain that this training gave you some wisdom that you will be able to apply in your tactical element as well as your career in law enforcement.

    I would especially like to thank the University of Kentucky Police Department for their assistance in the use of Commonwealth Stadium, for the KTOA Top SWAT Cop Competition and assistance with the 5K run. Of course I would also like to thank all of our sponsors, vendors, presenters, Clarion Hotel and the KTOA Board. I personally would like to thank Lieutenant Rodney Sherrod (Our Founder) for all of his vision, leadership and help.

    Lastly I want every KTOA member to realize that you are what make the KTOA a success. This association is yours, please stay involved and don’t hesitate to contact your regional representative or anyone on the board.     President –Rob Richardson

    Captain Robert Richardson is a 17 year veteran of Law Enforcement and currently serves as 1400 Shift Patrol Commander. He is the current commander for the departments Tactical Response Unit with 16 years of experience on the team. Captain Richardson has a Bachelor of Science (BS) degree from Eastern Kentucky University and is a graduate of the Department of Criminal Justice Academy of Police Supervision and Criminal Justice Executive Development. He is also a 2007 graduate of the F.B.I. National Academy (Session 230) and holds instructor certification through the Kentucky Law Enforcement Council.

    Emeritus Board of Directors Lieutenant Rodney Sherrod

    Lieutenant Rodney Sherrod started his career with the Lexington Division of Police in 1996 and was fortunate enough to be selected as part of the Emergency Response Unit soon after graduation from the academy. For the next 12 years Lieutenant Sherrod rose through the ranks on the team to become the teams Assistant Commander. During his tenure he responded to over 300 tactical deployments and had the distinct privilege to lead the Lexington competition team to several first place finishes regionally and competed in the World Swat Challenge where they finished #1 amongst the part-time teams in the World and #3 overall behind GSG-9 and San Antonio SWAT. He has a Bachelor of Science degree from Eastern Kentucky University and is currently working towards his Masters Degree. Lieutenant Sherrod is a graduate of the National Criminal Justice Command College and holds several teaching certifications through the Kentucky Law Enforcement Council. He was recently nominated for the Kentucky Governor’s Award in recognition of exemplary Law Enforcement Leadership and contributions for the creation of the Kentucky Tactical Officers Association. One final note, he wishes to convey to all that it has been a true honor to have worked with such fine leaders within the tactical community and was very grateful to receive the Emeritus Board of Directors position.

    Vice President – Matt Mitchell

    Detective Matt Mitchell is a 16 year veteran of Law Enforcement serving the Versailles Police department . He began his tactical training in 1997 and is the current Special Response Team leader for the past 4 years. He is the departments Firearm instructor and Taser instructor and holds several instructor certificates. He has been in investigations for the past 10 years and is a graduate of the National Forensic Academy in Knoxville , Tennessee.. He is has a Bachelor of Science Degree from Eastern Kentucky University.

    Immediate Past President - Tony Cobaugh

    Tony Cobaugh began his career in criminal justice in 1977. He has served 29 years in law enforcement and 5 years in corrections. Tony became a KLEC-certified police instructor in 1980. He has 25 years of SWAT experience. Currently, Tony serves as the training coordinator for the St. Matthews Police Department.

    Secretary - Pike Spraggins

    Officer Pike Spraggins has served with the Lexington Division of Police for 16 years. His service with the Division includes 13 years as a member of the Emergency Response Unit where he is currently assigned as the Unit’s Training Coordinator. He is a certified KLEC Instructor and provides training for Law Enforcement Officers from around the Commonwealth of Kentucky and surrounding states in Sniper Deployment, SWAT Tactics, Tactical Rappelling, Less-Lethal Munitions and Deployment of Chemical Agents.

    Treasurer – Walter Martin

    Lieutenant Walter Martin has been with the Frankfort Police Department for 15 years and is currently serves as the 3rd Shift assistant shift commander. He is the current assistant team leader for the department’s Tactical Response Unit with five years active experience. Lieutenant Martin has over 10 years experience conducting narcotics investigations and operations at Frankfort and while assigned to the DEA Task Force in Lexington, KY. He holds a Bachelor of Science Degree from Kentucky State University and is a graduate of the Academy of Police Supervision and Criminal Justice Executive Development programs at the Department of Criminal Justice Training. He is a certified field instructor and firearms instructor and currently oversees the firearms training program for his department.

    Northern Regional Director – Roger Allen

    Roger Allen is currently a detective sergeant with the Florence Police Department, and has been with Florence for the past 9 years. Roger also currently serves as the team leader for Florence’s SWAT team. Roger has been in law enforcement for 16 years, 12 of these years as a tactical team member. In his time involved with tactical teams, Roger has served as a perimeter team member, entry team member, sniper, sniper team leader, and tactical team leader. Roger currently holds a KLEC instructor certification.

    Southeastern Regional Director –Jason Moore

    Sgt. Jason Moore has been with the Ashland Police Department for 10 years and 5 years serving on the Special Response Team serving as Team Leader. Sgt. Moore is a graduate of the Academy of Police Supervision and the was an attendee of KTOA Basic SWAT Class 1. Sgt. Moore has an Associates Degree in Criminal Justice and is currently pursuing his Bachelor degree in Organizational Leadership.


    Central Regional Director - Jeremy Slinker

    14 years experience, all with KSP. 7 years at Post 7 Richmond, 7 years with the KSP Special Response Team. Current Team Leader. KLEC Instructor

    Western Regional Director-Jamie Land

    Sgt. Jamie Land began his law enforcement career as a military policeman in the United States Marine Corps Reserve. He is a 12 year veteran of the Elizabethtown Police Department. Sgt. Land currently serves as the team leader of the department’s Special Response Team, a team he joined in 2001. A 2010 graduate of the FBI National Academy (Session 241), Sgt. Land is also a graduate of the Academy of Police Supervision and Criminal Justice Executive Development.

    Training Director – Fritz Graas

    · 18 yrs Law Enforcement / Currently assigned Sgt. with Louisville Metro Police Department
    · Assigned to the Public Integrity Unit (not IA, a criminal investigative unit responsible for every Metro Govt. employee)
    · Assigned to SWAT, 11 yrs plus, currently one of the sniper / observer team leader, and the explosive breaching team leader, worked previously within all positions on swat from perimeter /containment to entry team member and entry team leader.
    · KLETC certified instructor, SWAT, Firearms, Sniper / Observer, VIP / PSD Course, Drug / Narcotics Investigations etc.
    · Instructed and assisted with instruction during many law enforcement courses within LMPD, the state of KY and overseas.
    · Previous law enforcement experience includes patrol assignments, narcotics investigations, task force representative DEA, patrol Sgt assignment and assignment as a Sgt in narcotics conducting major case investigations.
    · Graduate of University of Loiusville
    · Graduate of Southern Police Institute
    · Graduate of FBI National Academy


    TEMS Director- Deron Rambo


    Deron is the Director of the Frankfort / Franklin County Office of Emergency Management and Homeland Security and has been a member of the Frankfort Police Department Tactical Response Unit since 2003. He has 19 years of experience in public safety and began his career in 1992 as a career firefighter and paramedic. Deron has responded to many notable disasters and incidents across the Commonwealth and in addition currently serves as Chairman of the Frankfort / Franklin County Emergency Planning Committee, Taskforce 14 Haz-Mat / WMD Response Team Coordinator, Search & Rescue Coordinator, Citizens Corps Coordinator, Safe Place Coordinator, and is a TEMS provider and instructor.
