President –Lieutenant Tony Cobaugh
Tony Cobaugh began his career in criminal justice in 1977. He has served 27 years in law enforcement and 5 years in corrections. Tony became a KLEC-certified police instructor in 1980. He has 22 years of SWAT experience. Currently, Tony serves as the, river unit and SWAT commander for the Louisville Metro Police Department.
Immediate Past President and Founder Lieutenant Rodney Sherrod
Lieutenant Rodney Sherrod has been with the Lexington Division of Police for 11 years and currently serves as the Assistant Commander of the Emergency Response Unit and the Training Section. Lieutenant Sherrod has been with the Emergency Response Unit for 10 years and has been exposed to nearly 300 separate activations. He has a Bachelor of Science degree from Eastern Kentucky University and is currently working towards his Masters Degree. Lieutenant Sherrod holds several teaching certifications through the Kentucky Law Enforcement Council.

Lieutenant Richardson is a 15 year veteran of Law Enforcement and currently serves as his department’s Training and Professional Standards Commander. He is the current team leader for the departments Tactical Response Unit with 13 years of experience on the team. Lieutenant Richardson has a Bachelor of Science (BS) degree from Easter Kentucky University and is a graduate of the Department of Criminal Justice Academy of Police Supervision and Criminal Justice Executive Development. He is also a 2007 graduate of the F.B.I. National Academy (Session 230) and holds instructor certification through the Kentucky Law Enforcement Council.

Lt. Mike Crawford has 18 years law enforcement experience including 13 years serving on a tactical team. Currently serves as D-Team Watch commander and Team Commander of the SRT for the Ashland Police Department. Previously been assigned as a sniper and entry team member. Specialties include Active Shooter Instructor, Sniper Instructor and advanced level firearms instructor. Lt. Crawford is a Veteran of the US Air Force.

14 years experience, all with KSP. 7 years at Post 7 Richmond, 7 years with the KSP Special Response Team. Current Team Leader. KLEC Instructor

Dr. Bill Smock is a Professor of Emergency Medicine at the University of Louisville School of Medicine. Dr. Smock is the Police Surgeon for the Louisville Metro Police Department, the medical advisor for the Louisville Division of the FBI and a tactical physician for the Floyd County (IN)Sheriff’s Office and the United States Marshals Service, Western District of Kentucky.
